Lanes need to be split up whenever more lanes are added especially due to turn lanes. Pay special attention at intersections such as this one https://api06.dev.openstreetmap.org/node/4319571323#map=19/37.37350/-122.03563
You will see that the turn lanes have added 2 roads so the split needs to be made right at the start of those lanes being marked.
